When I look at the start menu, the title of the folder is there, put when I scroll over it, nothing drops out. All I have in the folder is shortcuts. How do I make it so that it will work (with the drop down menu)?

I want it to prompt me with the dialog box so I can choose where to save it. I’ve looked in options->downloads->view and edit actions and there is nothing set there that I can change.
